Latvia Workforce Market Overview & Labour Challenges

  • As of 1 January 2024, about 1842 579 people lived in Latvia. Latvia is experiencing a noticeable labour market gap, with around 19–21 thousand job vacancies reported in 2025, representing roughly 2.1–2.4 % of total jobs as unfilled positions.
  • These vacancies are spread across sectors such as technical professions, skilled trades, and elementary occupations, and many Latvian businesses say the shortage of skilled labour is a bigger concern than even geopolitical instability.
  • Labour shortages are most acute in urban centres like Riga, where around 80 % of vacant jobs are located, while rural regions struggle with both unemployment and workforce availability
  • Latvia manpower gap stems from several structural issues:
  • Demographic decline: Lower birth rates and ageing reduce the size of the working-age population.
  • Emigration: Many Romanians seek work abroad, shrinking the domestic labour pool.
  • Skills mismatch: Available workers’ skills do not always match employer demands, especially in technical and specialised roles.

Due to slowdowns brought on by the pandemic, the rate fell to 2.2% in 2020, but shortages soon resumed, rising to 2.7% in 2021 and reaching a peak of 2.9% in 2022. Employer Pain Points in latvia Labour Market
  1. Complex Work Permit Process: Employers  must get a job pass or living pass with work okay for every foreign worker, which has many government steps, eligibility checks and papers from the applicant.
  2. Lengthy Approval Processes: Job pass and visa work can take long time, hold up worker coming and leave important jobs empty during key times for work.
  3. Extensive Documentation & Paperwork: Hiring steps ask for deals, job papers, proof of skills/certificates, changes in language, notarisation’s and health tests which raise HR work load.
  4. Frequent Regulatory Changes: Jobs and moving rules — like limits, who can apply, and costs — often shift, many change hiring plans fast.
  5. Visa Appointment & Embassy Delays: Getting embassy times for talks and visa stamps can be slow because of few spots and process delays.
  6. Risk of Fines & Penalties: Wrong papers, missed due dates, or not following work permit rules can cause legal fees, fines or limit future hiring
